The most listings are in Hougang / Punggol / Sengkang (D19), Bukit Batok / Bukit Panjang / Choa Chu Kang (D23) and Pasir Ris / Tampines (D18). As of October 2026, the median asking price for an HDB resale flat on Listings.sg is S$675,000, or S$619 psf, and most ask between S$435,000 and S$1M. Larger flats in mature, central towns can ask more than S$1M, while non-mature towns offer lower entry prices.
You generally need to form an eligible family nucleus or qualify under a scheme such as the Single Singapore Citizen Scheme, and meet citizenship requirements. Income ceilings were raised on 24 August 2026 to S$16,000 for families, S$8,000 for singles and S$18,000 for Executive Condominiums; the family and singles figures apply to HFE letter applications submitted on or after that date. There is no income ceiling on a resale flat bought without a CPF housing grant. PRs can buy resale (with restrictions) but not new flats. Confirm your exact position with HDB.
It's a government subsidy that lowers the cost of a resale flat for eligible first-timers. Depending on income and household type, eligible families can receive up to around S$230,000 in combined grants (Family Grant, Enhanced CPF Housing Grant and Proximity Housing Grant), and singles up to around S$115,000. A resale purchase typically completes in about 8 to 12 weeks, so you move in soon after. A BTO can take three to five years to build, though it is sold at subsidised prices.
After buying a resale flat you must live in it for five years before you can sell it or rent out the whole unit. The MOP is counted from the date you collect the keys.
Foreigners cannot buy HDB flats. PRs may buy a resale flat only with at least one other PR or Citizen forming a family nucleus, and after holding PR status for at least three years; they cannot buy new BTO flats.
COV is the cash a buyer pays above HDB's official valuation when the agreed price is higher. The valuation is requested after the price is agreed, so budget for possible COV in cash.
With an HDB loan at 75% loan-to-value you need 25% down, payable in cash or CPF. With a bank loan the downpayment is also 25%, of which at least 5% must be in cash. Stamp duty and legal fees are additional.
