Yes. Foreign tenants can rent any private condominium in Singapore. You'll usually need a valid pass (Employment Pass, S Pass, Student Pass and so on), a deposit of about two months' rent and a signed Tenancy Agreement. No government approval is required for a private condo.
Both are strata-titled private homes. 'Apartment' usually refers to smaller developments, often without full facilities, while a 'condominium' is built on a larger site (at least 4,000 sqm under URA guidelines) and provides facilities such as a pool, gym and security.
